No. The Nikon D3500 uses the EN-EL14a battery that can not be charged over USB while in the camera.
To charge the battery, you have to take it out of the camera and put it into the supplied charger. The charger itself requires a wall outlet; it can not be powered over USB or with a power pack.
An alternative are third party chargers that can be supplied over USB, example:
Using an adapter (we recommend the Amazon Basics USB Car Charger) this charger can also be used in the car powered from the cigarette lighter.
Nikon states that a full battery will last for a over 1.500 photos. That may sound like a lot but keep in mind that video recording and playback and the Live View mode all consume a lot of juice. Plan for at least one extra, see next section.
The original EN-EL14a (almost $50 MSRP) can be replaced without issues with a cheap clone; a recommendation are the batteries distributed under the Wasabi brand, example.
