No. The Nikon D5600 uses the EN-EL14a battery that can not be charged over USB while in the camera.

To charge the EN-El14a, you have to take it out of the camera and put it into the charger that comes with the camera. The charger requires a wall outlet; it can not be powered over USB or from a power bank.
An alternative to the provided charger are third party chargers that can be powered over USB, here’s a popular example:
Using an adapter (we recommend the Amazon Basics USB Car Charger) this charger can also be used in the car, powered from the cigarette lighter.
Nikon states that a full battery will last for a little under 1.000 photos. That may sound a lot but keep in mind that video recording and the Live View mode both need a lot of juice. At least one spare battery is recommended, see below.
The original EN-EL14a (MSRP is a whopping $50) can be replaced without any issues with a cheap clone; we have been using those successfully with our collection of Nikons for years now. A recommendation are the reliable batteries distributed under the Wasabi brand, example.
